David Kaptain, Ph.D.
Powell Chemical Dependency Center - Iowa Lutheran Hospital
David Kaptain is manager of the Powell Chemical Dependency Center at Iowa Lutheran Hospital, where he has worked in behavioral health services since 1990. He is a certified alcohol and drug counselor in the state of Iowa, and is also licensed as a marriage and family therapist. He has a Ph.D. in human development and family studies from Iowa State University. Over the last 15 years, he has conducted many presentations on behavioral health topics including ethics, dual diagnosis, and workplace communication.
Kaptain's experience in the mental health and addiction fields includes: work as a psychiatric technician, group home house manager, child and adolescent senior therapist, employee assistance program supervisor, and most recently manager at Powell CDC. He also conducts private practice counseling at Family Legacy Counseling. David has served as a board member and President of the Iowa Board of Certification. He is a Governor’s appointee to the Iowa Board of Behavioral Science. Current interests of David’s include: running, family time, mountains, fishing, and working outdoors.
Jason Haglund, MS, CADC
Director of Treatment Services
Youth & Shelter Services, Inc.
Jason Haglund is the Director of Treatment Services for Youth & Shelter Services, Inc. He obtained an undergraduate degree in Psychology from the University of Northern Iowa, and his Masters in Counseling from Gannon University in Erie, Pennsylvania. Jason joined YSS in September 2006 as the Director of Chemical Dependency. In 2008, he successfully merged the Family Counseling Centers of Boone and Ames with the Chemical Dependency Branch to form Treatment Services.
As Director of Treatment Services, Jason has continued to lead YSS toward its goal of providing holistic and truly co-occurring services in all treatment programs. He organized and led YSS in the effort that, in 2009, led to the awarding of the maximum three-year national accreditation from CARF International for all nine core program areas provided. Mr. Haglund has worked with youth and their families his entire career in various levels of community and residential care. His professional experiences of emergency on-site crisis counseling, de-escalation, and assessment of seriously mentally ill children and adults, coupled with his work in long-term, locked adolescent correctional/treatment facilities, gives him a unique perspective of at-risk, mentally ill, and chemically dependent youth and their families.
Mr. Haglund has been a certified Mandt System® Instructor since 2001, and is a Mental Health First Aid Trainer approved by the National Council for Community Healthcare. Jason is an active member of the Iowa Disaster Behavioral Health Response Team, a Certified Change Leader by the Network for the Improvement of Addiction Treatment (NIATx), and a DHS Approved Family Team Meeting Facilitator and Mentor.
Dr. Charles V. Wadle, D.O., FAPA
St. Gregory Retreat Centers
Dr. Wadle is Board Certified by the American Board of Psychiatry, American Society of Addiction Medicine, the American Board of Addiction Medicine, and the American Board of Quality Assurance and Utilization Review Physicians. He has been practicing general psychiatry and addictions treatment since residency completion in 1985. After graduating from Drake University College of Pharmacy, he attended what is now the University of Des Moines for medical school.
Dr. Wadle has practiced in a variety of public and private settings including: mental health centers, State Mental Health Institute, county hospitals, Mercy Eating Disorders Program, and substance abuse programs for children and adults. He has extensive experience with detoxification for prescription and street drugs, focusing on ambulatory detoxification protocols.
Dr. Wadle has also been involved in statewide implementation of mental health and substance abuse services since 1995 as the medical director for the Iowa Plan managed by Magellan Heath. Dr. Wadle currently serves as the medical director for St. Gregory Retreat Centers.

Douglas J. Edwards is publisher of Addiction Professional, having formerly served as editor-in-chief of Behavioral Healthcare and Addiction Professional. Edwards has been serving the addiction treatment community since 2000 in multiple editorial and marketing roles. Edwards will serve as moderator of the discussion.
