The Three-Legged Stool: Program Models, Performance Improvements, and Outcome Research

The clarion call for evidence-based practices that rings through the behavioral health service field can be daunting to answer. Providers often struggle to create an environment within their agency to successfully implement evidence-based practices and to track long-term outcomes to determine the effectiveness of the services. This workshop provides a case study of one agency's approach to meeting this challenge.

Results from two-year post-discharge surveys indicate that youth who receive services from this agency consistently experience placement stability, have appropriate school performance, avoid trouble with the law, and avoid out-of-home placements in residential treatment centers, psychiatric hospitals, and correctional facilities. These results are achieved on the strength of the 'three-legged stool' - program model practices and adherence, performance improvement, and outcome evaluation systems.

Practical tools for creating the necessary infrastructure will be shared including checklists for development of program models and adherence measures, scorecards that track clinical and operational indicators, and recommendations for best practices for long-term follow-up.

Focusing on quality, he manages an electronic scorecard that monitors several hundred quality points throughout the organization.  He also insures standards adherence in the electronic medical records and program policies.  He leads a team of eleven professionals in the Performance Improvement department.
