Rick Barnett, Psy.D., LADC
President of the Vermont Psychological Association
Rick Barnett, Psy.D., LADC, President of the Vermont Psychological Association since 2011, is owner and clinical psychologist and addiction specialist at BPS Health, LLC. Dr. Barnett has worked as a senior psychologist at Mt. Sinai Medical Center in New York City from 2003-2005, and was Program Manager of Physician Education and Training Services at the Hazelden Foundation from 1999-2003.
Dr. Barnett holds a Doctorate and Master’s Degree in Clinical Psychology and a Master’s Degree in Clinical Psychopharmacology. He is a licensed alcohol and drug counselor and a specialist in problematic sexual behavior. Dr. Barnett currently serves on the Health Care Advisory Group for the Green Mountain Care Board, the Blueprint for Health Mental Health and Substance Abuse Advisory Committee, Governor’s Health Care Workforce Workgroup, Clinical Advisory Group to Blue Cross Blue Shield of VT, and the VT Health Commissioner’s Unified Pain Management System Advisory Council.

Daniel Hall, LADC Assistant Director
Outpatient Programs at HowardCenter
Dan Hall, LADC, is the Assistant Director of Outpatient Programs at HowardCenter. His work includes oversight of HowardCenter’s outpatient programs in Burlington and St. Albans, its criminal justice programs and project CRASH. Dan has worked in community mental health since 2005 as a clinician, crisis worker, supervisor and manager.
